I made it 20 aug upgrades, but that's because I reactivated some game code that the developers removed: when you asve Ford Schick on your first visit to Smugglers, he talks to you in both the successive visits. In one he gives you an aug upgrade. The conversations and everythings exist, all you have to do is go back to the first MJ12 underground base and alter a flag trigger, and then add a little bit of code to the two successive missions (like, 5 lines).
Also, Smuggler gives you the discount on the hardware on the successive visits. The lack of this was what lead me to investigate the whole deal, since all his prices are exact multiples of whatever the discount is.
BTW, D'Juhn Keep, a Red Dwarf fan?
