It's in Tribunal.
Since you all have trouble swallowing this, I'll tell you in these spoiler tags. Continue with the main quest in Tribunal. Eventually, Almalexia will tell you about the Clockwork City and offer to transport you there. You can decline and go at a later date, when you're ready. Once you accept, you're transported much like you're transported to Mournhold by that mage (through dialogue.) You can't leave the Clockwork City, AFAIK, until you reach the end. So be careful ;)
I don't expect to find a new superweapon in every dungeon (I'd rather not too), but some items would have been nice for a start, mainly mundane (for the environment) items too. Should have been more city like (even if strange), than it turned out.
The Dwemer ruin in Mournhold made me want to do a plugin only to add stuff to the "towns" in the game (expand the cities with additional houses etc and make places look like more lived in). Are there something like this already to save my trouble?
