To improve the security of the SouthWall. I know he is in Balmora somewhere and I've wandered round talking to everybody but still I can't complete this quest. I have a suspicion that the Altmer in question is Heeerinde(sp?) but he doesn't have any extra options to talk about relating to improving security.
Someone help me please.

You'll know when you find him, because he has training options for security, and other thieving skills. I think his house is facing the river, on the Southwall side.
Just keep trying conversation options, sometimes it's not obvious.
