What's the best way to find the rogue werewolfs in BloodMoon?
I found the one with the 80% chance of finding him in his barrow in the east of the island.
The one I want to find is the Level 99 Dark Elf with 100 for all skills. Dark Elf by day werewolf by night. I looked in the barrow west of Fort Frostmoth where he's supposed to be but it was empty when I looked.
What's the best way to increase m,y chances of finding him? Does he have a name? Can I clone him with the console?

80%!!!! Normally there should be a 1% chance of one appearing. Ok me look, I found the referances, seems perfectly ok to me. But 80% does seem kind of inconstant, perhaps there are some other conditions, however since you worked so hard finding this I may as well tell you how to cheat. But first, It will be a normal human in day called confuse lunatic, if you killed an NPC with that discription then that would explain it, though it might respawn. Anyway cheatness:

There must be at least 3 types of rogue werewolfs. The 80% one which appears in the eastern coast barrow, the 1% ones which are probably Nords, and the Dark Elf one. I'll have to sift through the character list and see if I can find them. How did you come across the 1% chance number?

I looked in the editor, the are about 5 places in the wild where werewolfs can apear with a 1% chance then there is the one point you are talking about which has a 80% of appearing.

I found a werewolf by Raven Rock. I didn't know I was so lucky!
I've never heard of this level 99 NPC with all its skills at 100 though. At first I thought you were talking about Tuco (unless this is a long running joke of his, he got his character that high.) Is he some special NPC I don't know about, or am I just confusing myself?

Ahh...now I see the problem. You went to Stompfund barrow which only has a 1% chance of appearing. The one with a 80% chance is in Connorflenge barrow. Don't ask me where these barrows are, I have been everywhere in BM but I am doing this from the editor. Since there is an 80% chance of appearing I think connorflenge is either and easter egg hidden or it doesn't exist in the game. It has a cell which looks like it would work but I can't load the cell(problems with the CS) so I can't see where the door marker comes from. Anyone with a unbuggy CS want to tell us where?
btw, level 99 dark elf is the one in stompfund, the 80% one is a level 65 nord.

I haven't played in months, but I'm pretty sure that one works, if it's the place I think it is. It's a barrow on the eastern coast of Solstheim, aye? It's almost always got a werewolf in it at night, and the only times it didn't I assumed it was because it had yet to respawn after I'd killed it.
I've never even heard of Stompfund, let alone seen it.

They respawn??? Great!!! I'll kill him tonight.
The Connorflenge is the 80% chance of appearing one. I watched him change at dawn while levitating in the barrow.
Stomprfund barrow is very close just to the west of Fort Frostmoth. I hope the Dark Elf appears. I gotta go in there 100 times for him to appear once???

Maybe I'll follow him. My character is at 100 for all attributes except Luck at 89. And a lot of my skills are now at 100.

Ahhhhhhhh!
Found two of them.
Found Wandering Lunatic and found Babbeling Lunatic. Both were wandering around to the east of Raven Rock. No problem since I levitate all the time. I noticed strange groweling when I was powering up at the four stones. I looked down and there he was. He followed me back almost to the colony where I hovered above him and we stared at each other. Then it was dawn and he changed to a Nord.
