I would look up some more of Mussorgsky's stuff if I were you, that 'fairytale' vibe is in all his work. Maybe some Dvorak.

it's not the beginning of the second movement, "un bal", of Berlioz's Symphonie Fantastique is it? That has harps and strings and suits the sort of dreamlike mood you're going for, although then it changes into a very recognisable waltz.
You say it's big on harp and strings - but are there other instruments - is it a full orchestra? Any extended solos? Much percussion?
Or, you didn't hit the nail on the head with your first post and it's something from Swan Lake by Tchaikovsky is it? Such as this bit: (

Mmm that stuff is way to structured, powerful.
This is way more of an insidious, gets under your skin type of beauty .
I don't really think there is anything else like it, it could well be a movement but its a very well known one i know that.
There are definitely a lot of harps and strings, i cant imagine someone pulling this off on there own, its so intricate..
Im not well versed on the classics im afraid, but its definitely alot less exaggerated than the stuff you guys have suggested, its got a very tempting hypnotic quality to it
ghostly, hypnotic, pretty, tempting, like its trying to draw you in to some kind of trap.
God its so popular!!! , but the kind of tune you could never hum lol its so watery sounding

I hope this isn't one of those "what bit of music is this??" wild goose chases that begins with a vague description of a piece that never existed in the first place.
Because this composition sounds goth as fuck, and when someone gets the answer I want in!

Perhaps Sati's Gnossienes or Chopin's nocturnes, both are used a lot in movies/television and both have fuly orchestrated versions. Especially Sati seems like a fit.

I'm thinking you want Aquarium, from Saint-Saens' Carnival of the Animals. It's pianos instead of harps, but otherwise seems like what you're looking for.
