P.S.2. I found those 'Guard Scripts' you simple people were complaining about not existing. Or being hard coded.

Here they are...

they all start with, BILL_MT_Writ

The 'Guard scripts' are started in the dialog for the NPC, Imperial Guard.
Maybe that'll help someone.
