Stalker Complete (or the stealth mod in it) seems to suffer from this as well. At night, enemies often won't use their headlamps, which means they'll hear you shooting and walk round to where the noise is coming from, walk right up to you but never shoot because they can't see you. I'm not sure how this part of the game works, but giving every stalker a headlamp and getting them to have it always turned on at night would fix this. Either that or set enemy detection range to say, ten metres at night (doesn't really make sense for enemies to be patrolling if they can't see anything at all).
I'm liking some of this mod but feel it's all a bit hit and miss. I'm in the dark valley at the moment, and so far it seems like a lot of the changes are more for the sake of it rather than for improvement. I'm not sure I like all of the textures they've used in the maps, even if they are higher resolution. I like the new player hands a lot, but a lot of the weapon textures are painful to behold. Who in god's name thought the fort-12 would look better if it was blinged out with gold bits on it? Why did they feel the need to change the colours of weapons - the L85 looked good before, and like it did in real life, why did they change it to a horrible shade of green? Why did they make the winchester that same horrible green? Why did they make the SIG-550 brown? Why did they make the fruit punch anomaly blue? The list goes on... I do like the new electro anomaly though.

The enemies in CS all have lamps and always have their lamps on and it is... pretty horrible, on balance. You can snipe entire enemy bases at night using a silenced rifle because you can tell pretty much exactly where they are at any time- just aim at the light. I'd suggest that the most sensible approach would be to have them all have lights, but for most of those not actively patrolling to have them off by default and only switch them on when actively searching or when they hear a suspicious noise. No idea is any mods do this, or if it's even practical though.

headlamps truly are not the smartest thing to don with enemies around...
rooftop floodlights are your friend.

Yeah, me too. The Stalker original might not have gotten the hue just right, but Stalker complete has gone a really horrible dark green, which is even further away from the real thing.
