This has me thinking: they may have said that he can't do Garrett, but what about other characters? He voiced Benny, didn't he? And what about commissioning him for an original character or a character mentioned in passing? I could see his baritone fitting a character like the Hammerite Smith-In-Exile.

You could probably commission him to voice a character if he has time, but it couldn't be a character in the Thief franchise canon, for the same reason as with Garrett - intellectual property rights.

If author A pays for resources what would stop author B from using them. I would think that the paid voice work would be copywrited for that one fm but there would be no guarantee that the voice work wouldn't be used on another fm for free. Whenever I use custom work that I didn't make myself I make sure that it is royalty free.

Again, I will mention that if he's in an actors union then he is likely not allowed to do non-union work.
