That quest faked me out, too. It turns out, you can get close to there right near the start of the game once you escape the prison area. You need to get the key from the main Goblin lord near the stairs up to level 1. Then head straight south until a big door blocks you. The words on the wall next to it should say something like 'end of goblin realm'. Use the key and go out into another cave area. The trick is to get high enough on the ledge ways to levitate across to the actual ice region.
