I have completed all Mages Guild quest, except the last Trebonius quest. I have the staff and the ring that Ajira send me for. I've asked for advancement in all 4 guilds, yet they all tell me I don't have what it takes to become a Wizard. I am starting to think that this is a bug. I am a Master Thief already. Could this be a problem?

Are your skills & stats high enough for the next level?
Edit: Oh, and nope, getting to the top in one faction doesn't affect getting to the top in another; HOW you get to the top in one can though (ie: fighters' guild & thieves' guild).
