Well, here is my delema.
I have been walking around for about 5 hours, after finishing the main quest. I've done about three side quests and have been in the arena and fought some trolls and Goblin Shaymans (I'm the Grand Champion). So now my question is.....what else is there left to do??? I've been talking to lots of people, but none of the rumors have given me any new quests. Have I completely finished the game or is there something left to do that I missed??? All help will be greatly appreciated!!!

How many quests have you completed?

The game doesn't end and close on credits like most, if that's what you're wondering. You can carry on playing it as long as you like. If you're looking for things to do, try becoming master of the various guilds if you haven't already.

But yeah, after beating the main quest, the guild quests, the Daedric and the side quests and every other little thing, theres not much else to do unless u download some mod quests. Some are really good, you can check the mod thread if you want.

I've done about three side quests
I'm pretty sure there's a hell of a lot more than three side quests that can be completed.
Have you just tried wandering around? There are lots of little towns and camps in the middle of nowhere, many of which have quests. Don't forget all those mines and ruins. Have you completed all of the shrine quests?

10 quests and it's without even leaving the area of the Imperial City.

I've got that many quests on the go, I can't tell which are the side quests and which are the main quests! :o
I'm up to level 33 now, BTW! :D

Use OOO's mod and it will take you ages to get anything done because the game won't scale enemies to your strength so you will spend hundreds of hours getting your ass kicked!

That's not really what OOO's about at all. There's still plenty of things to kill whatever your level, you just can't kill everything at any low level like you could in the default Oblivion.

Well, it's simple, really. If you haven't joined a guild yet...
Join one.
Oblivion's main quest is merely one of the stories in the game. It's your usual 'epic' quest line that's expected when you hear the word 'RPG', though it is rather well done, especially the latter part of it.
But the game's meatier, more interesting quest lines are in the guilds. Try joining the Assassin's guild if you can. I haven't tried it out because I was playing your usual 'oh, noble hero!' character, but that doesn't mean you shouldn't.
All you have to do is kill somebody without anyone noticing, and you should be able to start that quest line. (Despicable, eh?) The game should display 'your actions have been observed' or something similar to notify you of that.
To get side quests, you'll need to talk a bit to lots of different people. A good personality stat helps, too, I think. I remember quite a few townsfolk giving me things to do; apart from that, I just blundered into side quests by travelling. And that was during the main quest.
I guess I'd have to say that when you wander, try wandering to different areas/cities and not just around particular patches of land - this game is huge, after all.
