You lucky person. I went there today!
Tukushapal is not marked on the map. This is because the entrance to it is at the bottom of an ancestral tomb, down some very long stairs.
The tomb (called Marvani Ancestral Tomb) is on the West side of the peninsula between Tel Branora and Zaintiraris, a Daedric shrine. I assume you are looking for the Daedric helm there? I tried the map and couldn't find the place, and then a man in the tavern in the Telvanni canton in Vivec blagged some mazte off me and gave me a key and directions to a ship burial. I went looking for it, and it turned out to be Tukushapal! Synchronicity again...
The Forgotten Vaults are in the big Daedric shrine just North of Sadrith Mora Wolverine Hall. You'll find that the door is blocked. Find a nearby tomb (Omaren) - you'll reach the shrine through there. This is actually also a quest location. You get the quest from the Oracle, I think (Imp. Cult, Ebonheart), to find

In both places the Daedric helms are high up on ledges; you have to look quite hard, and have lots of levitate ability.
