The hood thing in Arrow isn't new to Ollie, by the way -- he's worn a hood off and on in the comics.
Personally I really hate Ollie. He's more or less an egotistical, womanizing hypocrite who talks a good game about compassion and social justice but threw his adopted son out on the street for having a drug problem. While Bruce Wayne is a vigilante who pretends to be a foppish buffoon, Ollie is a foppish buffoon trying to be a vigilante.
He reminds me of that bit in the Doom comic where Doomguy, after like, what, 10 pages of poorly-drawn and worse-colored ultraviolence, (

I was talking about the TV show green arrow and how it equates to the thief look. Not the stupid comics!
And I like the new TV show, don't read comics anymore. But I do think that Oliver Queen in the TV show is trying to change and ADMITTED he was a womanizer until he got on that island and it somehow changed him.
But you seem to have completely MISSED THE POINT about the look of the character! I like the green arrow look way better than the new thief look that looks like a dead vampire ninja. If they would change Garrett up just a bit they could have a way cooler look than the one they have now.

In a hood, without the scissor-hands themselves, but actually you're not far off are you? He clearly has too many straps. Maybe it's because they haven't invented elastic yet and he wants something really figure hugging.
