2. By what other than a somewhat similar set of design principles?
3a. It's a reference/Easter Egg in one of the Borderlands 2 DLCs, but the series draws half or more of its humour from referencing things, so it's pretty meaningless for this argument.
3b. There's exactly 0 evidence for this one.
3c. By Ken Levine, but you could make an argument that they're in the same universe.
