Total newbie to making fan missions.
Watched a tutorial and the guy in the video had a top menu to portalize ETC but I don't have that menu for some reason.

I have TFIX installed
I don't remember installing it but I'm pretty sure you have to install it to play fan missions at all so I must have installed it lol.
Anyway if anyone can help or knows how to fix this please let me know.

You should have a file in your Dromed directory called menus.cfg. I'm guessing you don't. You can download and install the (
https://www.ttlg.com/forums/showthread.php?t=141708) Dromed Toolkit and it should install a bunch of resources for editing (including menus.cfg).
It's also recommended that you use a separate Thief install specifically for editing.
