Seyda Neen, talk to Arille in his Trade House. He has a spell called Jack of Trades. That raises Luck, which also enables you to enchant items that raise other attributes (strength, intelligence, etc.)
Or go to Sadrith Mora and go to Dirty Muriels Corner Club, outside Wolverine Hall. Talk to Natalius, the guy on the top floor wearing a robe, and he has a spell called Scourge (or something like that.) That will raise skills (longblade, shortblade, etc.) Note: Er... I can't actually find it. I remember hearing that they removed it in a patch... Anyone know?

As sappe said, in the Mournhold temple you can learn spells for increasing skills. Once you learn them, you can also use them to make enchanted items.

And where is the mournhold temple? I don't remember ever running across that one, but of course some times I don't pay much attention to the names of places.
