Every time I use a levitate spell or potion I get pressed down to the ground and this weird "clickclickclickclickclick" sound starts.
Anyone else that has encountered this problem?
Can it be fixed?

your charators magical skills might be too low to use levitate... This is a guess you might also have a glich or damaged CD. but that sucks

If he's using a potion, that doesn't come into it. Besides, spells either work or they don't. Sounds like some sort of bug... If you're running the pc version, I suggest you patch it.

You are right, it doesn't matter what his skill level is I must have gotten confused (The draw back of playing more than one magic oriented game at a time)

Do you have Tribunal. It sounds tribunal related because it seems that most of tribunal was made by a newbie modder and has millions of basic scripting mistakes.
If you are in Mournhold then it is intentional since there are supposed to be anti leviating magic or something in mournhold to stop people entering/leaving mournhold unregistered.(it's really just an excuse to stop the PC going to the mainland which doesn't exist)
If you have been to mournhold recently, try saving then loading and trying to levitate again, try walking to a different Morrowind cell because I know if you teleport away from mournhold then sometimes you have to move cell before being able to teleport.
Check if either of those works and see if you get a little message saying "you can't teleport here."
Also try using a different character.
Then tell me again if it doesn't work and if you have tribunal
If you don't have tribunal then I am lost since I don't recall any no-levitate scripts in MW. But if you have bloodmoon then I think there might be a couple in there so if you do tell me and where you have been there(only significant places like inside the Glacier(which I believe is the only place which a no-levitate script))

Zethos Enaril - I experienced what seems to be the exact same issue over a year ago after activating the Shrine of Daring in Vivec, ominous clacking sounds and inability to levitate . .
However, it was in excess of a year ago, so I only remember that it did wear off . . While it's possible the solution to my experience differs to your own, I suspect it was either reloading, rebooting or reinstalling that amended it . . I'd wager you've tried at least two of those possibilities, and so, my final suggestion -
Have you considered formatting your computer ? :p

I have both Tribunal, Bloodmoon and the Bloodmoon patch installed.
I just tried to reinstall the game but that didn't help:(
The problem did start when I used the shrine of daring in Vivec.

I just relized that it's only my current character that is under the effect of this problem so I supposed that I just have to live with it. Levitating isn't really important anyway since I have a very high acrobatics skill and I also have the Tinurs Hoptoad spell which will help me.

the effects of all shrines last half a day in MW, so while it may seem interminably long at the moment, it really is only temporary.

You might want to install the Morrowind Enchanted Editor, and browse around a backup of your saved game file, looking for oddities. It's a pretty simple interface, you don't have to be a code monkey to understand it. Search the official forums for a link.
