I'm on (what looks to be) the last quest for the Fighters Guild. I need to find the master thief in Vivec and kill him to become guildmaster. He's supposed to be in some bookstore but I can't find it. Any suggestions??

In the Vivec Foreign Quarter Canalworks, and in Simine Fralinie's bookshop.
Enter the Lower Waistworks and desecend via the northen set of stairs and go through the door to the Canalworks. Turn right and go down the stairs. Go out into the room and then turn left.
