I use the Deadlier Sneaking and Attack and Hide mods for my stealth chara, and that made the game much more enjoyable for me. For you lockpicking problem, you may find something usefull if you talk to the right, uhm, person.

Learn conjuration magic. It allows you to summon other creatures to do your fighting for you. You just follow the fight from the sidelines, and summon more creatures if needed. NPCs do all the work and you get the rewards, it's great :thumb:

Illusion magic is nice for avoiding fighting. Gotta love those Calm, Invisibility, Chameleon and Paralyse spells.

There are many. One (Mages' Guild, I think) quest gives you a low-level Open Lock spell, whilst one of the Birthstones (and by extension, one of the birthsigns?) can grant one too.
Or you can just rustle one up yourself.

Use the lockpicking minigame, it gets easier after a while when you get used to picking them. Just be prepared to waste some time on the locks.

If you want to avoid fighting, just get five grand soul gems with grand souls (ok, you will have to kill some things to get these ;)) and enchant 5 pieces of armour each with 20% chameleon.
Nothing will be able to see you because chameleon is still as stupidly overpowered in Oblivion as it was in Morrowind, plus you can chop things to pieces and they can't fight back.

There's a spell mod pack which adds a nifty spell. It turns you into a ghost, but you can't move or fight. Chameleon should take a similar approach--you're invisible, but you can't kill anything. Then again, they won't be able to kill you.
