"Open-ended" has never had anything to do with the "end" of the game, not in either Fallout3 or in Oblivion. Not sure where you got that. Open-ended refers to exactly what people have been saying - there's a big, huge, explorable world and you're free to do whatever you want within it (for the most part).
I'm not sure why the end of the main quest is blowing people's gaskets. Isn't it fairly easy to just reload your last save and do whatever you missed after completing the main quest? I just don't see this as that big of a deal. At the very least, your last autosave would likely put you in the Jefferson Memorial somewhere, and you could just leave and do other things (I think?).

At which point Fawkes destiny became taking a railroad spike to the forehead.
It's all moot anyway though since apparently DLC 3 is changing the ending.
