First, the point of the whole blockade (and this operation) is to bring the ships into dock (Ashkelon) and search them for weapons, then let all the aide into Gaza without further restraint. That's what Israel was attempting, and that's the part that the activists are trying to claim is illegitimate. (They want to be allowed to ship aid in to Gaza without any Israeli interference at all.)
There's an interview with Bibi (take with a grain of salt), and he kept reiterating that Israel is allowing all aid into Gaza, they just want the right to inspect ships for weapons as long as rockets continue to enter (a ship of weapons was confiscated just last January). Also he mentioned the number of weapons that could come in by sea (the confiscated ship had something like 200 tons) is on an entirely different scale than what can come in through tunnels from Egypt.
As I understood it, they didn't mention any specific intelligence that *this* convoy had weapons (and past ones didn't), but this was the largest convoy yet. So I understood that it's still all about enforcing the blockade generally, but special just because there were more and larger ships involved, so it flaunted the blockade more flagrantly. So yeah, it's about enforcing it and sending the message it's for all ships.
