OK, HTML is currently enabled for users who have more than 30 posts.
It's not perfect at the moment as the Post Preview (with topic review) will parse every post and not just those posted by people allowed to use HTML. For the meantime the Post Preview will not parse HTML.

Much appreciated, but all the old html still seems to be displaying as code (see Briareos H's above link for an example).

It's not all the old HTML, just some of the more recent stuff.
We run a post caching system here and all post that belong to threads that have been active in the last 30 days are pre-parsed so they are quicker to generate when viewing them. As the forums still have the ability to post HTML turned off (it is turned on at a usergroup level) the posts in the cache still have their HTML encoded to display as plain text.
However I've just been through the last 100 or so posts that contain <a href and updated them so they now show the HTML.
