I only heard it was an improved unreal engine. Also, what makes bioshock closer to system shock than Project snowblind to deus ex?

I very much doubt it will be using the Deus Ex 2 ("Flesh") engine as Snowblind is to be released on the PS2 which doesn't have the required hardware to run the engine.
BioShock has more relevance as Ken Levine has said that the team developing it is virtually unchanged from that which developed System Shock 2.

Not only that but Bioshock looks like it will be survival tech-horror again. Snowblind just looks like a shooter.

Snowblind is using it's own engine, as far as I know.
Some of the augmentations are similar, like cloak and vision enhancement, but they're not all exactly the same.

For what it's worth, Snowblind is getting very positive reviews...it sounds like if you can forget it had anything to do with Deus Ex (which, officially, it doesn't) then it's quite fun.
