Imo, to win a woman's heart a man should have the ability to really listen to what a woman is saying (there'll be a test later), have a healthy sense of humor (the cornier the better), be able to talk about something other than himself, allow his sensitive & compassionate side to show now & then and don't be all macho-tough-guy all the time, treat her like an equal, and ..... oh yeah; give her lots of new shoes.

My theory: It pretty obvious you have to have self-esteem and cofidence, but I believe the male species have evolved to have some kind of approach anxiety. Seriously, thousands of years ago approaching the wrong woman in your tribe could lead to some serious consequence, maybe death even. So the fear set in and it served a purpose. But evolution advances and these purposes don't quickly go away when they need a purpose. So man are left dealing with it.
