Sometimes I use an (
http://cdn.shutterbug.com/images/1211inbrief02.jpg) electric duster to blow the dust out of my PC. It's a great thing but it's also very powerful.
In the past, for each fan I've used a twisty tie around a fan blade and support strut to keep it in place, but it's a fiddly job, and I have quite a few fans. I know I can also use my finger to hold each fan, but some of the fans are hard to reach that way, but the air will still get them. And I'd almost certainly forget about the fan on my PSU, which is at the bottom of the case.
Can anyone suggest a solution? I have in mind some sort of adjustable spindly contraption, which can gently clamp onto the case with arms going into each fan, but I don't know if such a thing exists, or what it would be called. Or some sort of lightweight brackets that go on to each fan. Any ideas?

It's a bad sign to move around working PC (if one's not SSD-only). For subj i sometimes use thin PVC tube.

Question is, why go through all the effort to keep the fans from spinning? Unless you clean your PC out on a weekly basis, any wear and tear you might do the little motors by forcing the blades to spin will be slim to nil. I've never know anyone to really worry about it, unless they're wanting to clean something just behind one.
I can't think of anything that's made specifically for what you're wanting, but if I were to do it, I'd go for something like small, weak pressure spring clamps to lock them into place.

Why? I don't want to take any chances. I just did some reading on the subject and it seems like the current thing is a myth, but there's a small chance of damaging a bearing, especially with an old fan. It's also easier to clean the fans themselves if they're not moving.
Anyway, I decided to just get on with it using twisty ties. These tweezers help with threading it round:
