In the forum's footer the form with the id="footer_select" is linked to href="regs" which is the (
http://www.ttlg.com/forums/regs) rules page.
This means that even trying to select a forum theme or a different language forwards the user to these rules. Additionally there are some empty
<a href="regs">	</a> lying around there, which should probably be removed.
