The boosts are at the "Bel Fell" shrine. The have an armor rating of 234, value of 140000, and weight 60 lbs. so if you go get them make sure you have room. The weird thing about these boots is that it shows you dont have n-e feet (dont know what thats all about?) I found these boost when i was looking for mudcrab, which i STILL havent found, so if n-e can give me some good directions to his island that would be great. :ebil:

They fortify speed/athletics for 120 sec. on self
Slowfall 1 point for 120 sec.
Drain fatiuge 5 points fro 120 sec onself

Mudcrab, the elusive mudcrab...

Maybe if you just waterwalk around the island with Mzahnch on it, you'll find it? His island is only a few paces from the Mzahnch island, and he's on the N end of it, facing Mzahnch.
