You can gather tens of millions of dollars, setup a team of 40/50 developpers & make them work on it for about 2/3 years (give or take a few years & a few millions dollars).

There are tutorials available at Morrowind's official site. You can also google for additional tutorials in the construction set. Remember that only the PC version has the construction set!
