You'd have to ask Tuco. I believe he's the only one to complete every quest in the game within a week. Currently he's attempting to do so without his monitor.
There's a crazy amount of quests, I know that much. If you really want to make sure you got them all, go thumb through the Oblivion Strategy Guide and write down all the quests you're missing. Or you can check (
http://www.UESP.net) UESP.net, but I'm not sure how complete their quest list is.

Out of interest, and going off-topic, how do you get to level 54?
I am level 45 now and I have about three more level ups before I run out of major skills to improve...
I guess if you get sent to jail, you can diminish some of your major skills that way, and then re-improve them to level up further

Yes, that's exactly the way to keep levelling up. Go to jail, lose some skills, then regain them.

I was a reguard and i choose my major skills carefully
-marksman
-alchemy
-illusion
-destruction
-speechcraft
-mysticism
-alteration
only speechcraft did really have to get training for since it grew the slowest. This startded all major skills at 25 and therefore left mewiht 7x75=525 /10 =52 levels...
Admittedly i used the console to boost my level from 52 to 54, and a few minor stats that dont really affect game play just make some things a little mroe conveinent. Minotaur Lords became almost impossible, so i had to turn down the slider to 1/4 difficulty, took 30 mins to defeat two in the arena ouchies... leveled creatures keep it fair for sure. So i think i will stay at 54.
Tho with my new spell of
50pts fire damage for 2 secs on target
50pts frost damage for 2 secs on target
50pts shock damage for 2 secs on target
It definately gives an edge back to me, as long as I can stay sneaking and they dont find me:D
-illusion, mysticism, alteration are all skills that can be max out from teh safety from inside your own home (waterfront for me)
-alchemy is great just buy steal all the food you can its worth the return on investment, and allows you to work your mercantile.

go to the arcane university and get a drain spell for something unimportant like fatigue and make that spell target yourself i have maxed all magic skill except mysticism and restoration with this method and its really easy
