Actually, that's kind of stupid. The point of discouraging thread necromancy is to prevent cluttering up the forum with conversations ppl are no longer paying attention to and displacing active threads which deserve attention, especially when nothing new or engaging is being added.
However, if you want to ask a (good) question that perfectly matches the thread topic or say something that is more than just affirmation and actually stimulates new conversation, then it would be foolish to make a new thread when clearly the post couldn't be more fitting anywhere else. At least this way you can be more brief and better understood since there is plenty for the other forum members to research before they look at your post.
In this particular case though, there isn't much value added by the necro post.

well I enjoyed reading through the old thread. Brought back memories :)
I guess he could have started a new thread, but then someone would probably have just linked to this one saying "It's already been done" and it would have been revived that way...
