Yes, I've read the readme file as well as several threads on this forum, and I still can't get it to work. I've tried both a vanilla user.cfg file which has the following contents:
no_spawn
gun_degrade_rate 0
as well as copying and renaming the ip.cfg file mentioned in a thread on this forum, like this:
[OPTIONS]
/s
/n="System Shock 2"
[REQUIREMENTS]
no_spawn
gun_degrade_rate 0
Oddly enough, the gun_degrade_rate setting seems to be working fine, but I definitely just watched a monster spawn right in front of me, I kill it, 10 seconds later another one spawns, I kill it, 10 seconds later...and so on and so forth.
I even tried setting the "raise_spawn_rand" setting to 10000, but that didn't seem to do anything either (though the value may have been too high). If anyone knows of any other way to get it to work, it would be much appreciated!

As far as I know the most you can do is reduce the respawning, not turn it off completely. :erm:

If I'm not mistaken, no_spawn turns the respawn completely off in some areas, and does absolutely nothing in other areas. It never reduces it, that's what the other command is for. No_spawn either turns it off (for example on the Rickenbacker bridge or much of the Body of the Many) or does nothing (in many other areas). In those other areas, the respawn can't be turned off by any means (except by hacking the game or something).
EDIT: you did patch the game right? No_spawn and the gun degradation command only work after you've installed the patch. I'm asking that question because you say you see monsters spawn right in front of you, that shouldn't happen after patching the game.

That happens to me sometimes, and I'm patched to 2.3.
