kill all the "bad people" at the council club without them killing you first? The "bad people" are what some captain at the fort near by balmora want to end in a "blood bath". Thanks for the help.

This just comes down to gaining enough levels and skills before you try it; the quest in question isn't exactly suitable for a low-level char.

I found the hardest part to be getting a speechcraft high enough to taunt them into fighting you. Sure, I can guess I could have attacked first, but then I would have had a bounty on my head as well as having to try and deal with all 5 of them at the same time.

Robertik, the best way is to Taunt them individually until they attack. You'll need a decent Speechcraft rating to do this, but it's the only way to get them from attacking you en masse.
Start with the guy just inside the door when you walk in. I had to reload several times, but eventually I was able to get him to attack me, and then kill him, without everyone else coming to his defense. Next, go <strike>downstairs and Taunt the bartender. I don't know if this is important or not, but stand behind the bar before you talk to him.</strike> down to the sub-basement and get the woman standing there. Again, no one else should come to help him if <strike>he</strike> she attacks you first.
The 3 people standing in the middle were the toughest, because they always seem to attack as a group no matter which one you Taunt. Ok, there's 3 guys... they're standing in sort of a triangle. As you walk downstairs and face them, we'll call them Far Left, Far Right, and Near. One of them - either Far Left or Far Right, has pretty good weapons and spells. He's the one you want to Taunt so you can start beating him first. He's the biggest threat. The other two should go down pretty smooth after that.
That's the 5 guys. But if you want to make a clean sweep, <strike>go downstairs to the sub-basement and get the woman standing guard there, too.</strike> kill the bartender.
And, if you're really want to be thourough, go to the roof of the Council Club and kill the remaining Camonna Tong drunkards and sycophants up there.

I never took the time to match the 5 Annoying Dunmer Names to any of the NPCs in the club - I just figured anyone in the Council Club deserved to die. Even the bartender... serve drink to enemies of the Thieves Guild, will ya?!* {/EDIT}

I went in their with about a 1000 gold. (I wasn't that high of level). I then bribe them up to a hundred and taunt them until he'd attack. I'd hit him once with my dwemer jinx blade to paralyze him (Found in cube quest), I'd then army my Last Wish (Bought at Mages guild for a couple hundred gold, poisons on succesful hit) Then whack him for 10 seconds straight. I then repeated this process. Whack once with Jinx, 10 seconds straight with Last wish. I then proceeded to get the other guys the same way recharging my blades in the process.
(I carry 3 paralyze blades [dwemer/glass/steel] and a few non-paralyze blades [Fiend Tanto, Last wish, Saint something] it's a good combo for someone who specializes in short blades in my opinion.)
