Use large bitmap particles with a slow random spin, long lifespan, slow fade-in and fade-out, and low alpha. Experiment with them being lit vs unlit.

I think Nameless Voice made a pretty cool mist effect. (Hazelshade Cemetery, IIRC?) Not sure how he did it, but maybe you can crack it open and see if it'll work for you.

Just be very careful to keep an eye on your framerate. Nothing eats performance quite as fast as large amounts of particles onscreen at once.

Completely wrong. Nothing eats performance quite as fast as large amounts of
AIs onscreen at once.
Particles, on the other hand, can easily number into the thousands before your frame rate takes a noticeable hit.

worked perfectly for me. On some occasions I use lit and other times unlit.
So far no drop in performance.

I remember Masque of Red Death had a low fog effect which IIRC used the conveyor belt with a fog texture.
