Quite a few slaves can't be freed.
I'm not sure if there is a way to tell which can or can't be freed though. Perhaps the response you get to "go free"?

on the Xbox. when i was playing at my friends house. there was this slave. and slaves ussualy have handcuffs so just use a lock on it and if its unlocked there free. well in my case it was like that.
