I have no clue... It's probably the same way you become a Vampire. I've yet to meet a werewolf yet though...

Anyway, there are two ways to become a werewolf.
1) "The same way you became a vampire," meet a werewolf and let him infect you with
sanies lupinus.
Note: this method will reportedly NOT work if you have already progressed far enough in the Morrowind Main Quest to be disease-resistant. 2) You can get it as part of the main quest
Note: Bethesda apparently reports that this method of becoming a werewolf will work EVEN IF you already have disease resistance from the Morrowind Main Quest. So if you already have Corpus, and can't become a vampire, you can STILL reportedly become a werewolf through the main Bloodmoon quest.RyushiBlade on 10/6/2003 at 19:39

Yes.
As does the Garlic Mace of Pungency.
No wait - that's vampires. DAMMIT I'm out of jokes...
Wait, I have one more.
If you find the secret dungeon, you can embark on a quest to have your werewolf character do handstands on a van as it drives down the street. You then get to play the lead in the school play, and become the star of your basketball team.
