you mean geting past the lv100 locked door?
pick if your good enough, (you probably aren't)
If that fails, use a level 100 unlock scroll.

Be Patient. The game will show you how to get to places when you need to get there. If, for the sake of curiosity, you want to get there sooner, then find a way yourself. For example, most locked doors have a key. So who would have a key to Vivec's Palace? That is a rhetorical question and I don't mean to give you an answer. You can figure it out. Failing that, there is always the Skeleton Key. But of course, you need to figure out where to get that. And since only thieves sell lockpicks...
The point is, don't ask something as soon as you wonder about it. Experiment. Try different things. Obviously a spell or a lockpick can get past the door into Vivec's Palace.
I need a drink. *sighs again* Coffee. Strong coffee.
