Okay, I've agreed to hunt down the murderer of the old head of House Hlaalu, although I am not a member. Asking in the Council Manor, I find that the maid should still be in Hlaalu Manor....which is locked. As I'm playing as someone who's obsessed with long sharp metal pointy things only, I'm not able to lockpick my way in...

Climb up the nearby guard tower's stairs, jump over to the connecting balcony, and use a spell scroll (Ondusi's Unhinging should do the trick) to open the door there; noone can see you up there, so noone will raise an alarm. You should be able to buy such a scroll in town, or else hunt down bandit caves for awhile until you find one.
