Where do I need to go and who do I need to talk to about levitating?
I have checked the mage guild in balmora.

I can't remember a specific Mage that can teach you, but try all the mages guilds. It shouldn't take long as you can teleport between them cheaply. Just check with all of them. Several have Levitate spells of some sort.
[SPOILER]When you get the ring of Azura as part of the main quest, you also get some pants of Levitation. 30 points for 10 seconds I think...[/SPOILER]

Hey man if want to levitate in morrowind for only once or twice you can find rising force potions at some of the alchemist. But as far as spells go i dont know. I know there's a socerer at sadrith mora but i dont deal with magic that much in morrowind but thats what little i do know

There are more vendors for levitate than just that one. Quite a few iirc.

Not the point, Skronk... Ryushi was just offering someone who has it, not an encyclopedic reference manual on the Levitate spell ;)

You can find a parr of boots called the boots of apostle in a fortress somewhere. They also have a 250 light armor rating.
