I tried to play this blades mission on PC and needed to talk to someone
in mages guild but the character is missing. Can I somehow jump to next
mission or something?

The quest where you need to find the Orc mage? She is in the lowest level of the Balmora Mage's Guild staring at a shelf in a corner. If she isn't standing there, try opening the console (hit the ~ key) and type "ra" without quotes and hit enter. That will reset actors and put her back if she happened to get into the wall.

I did reset the actors and it did remove some small problems like someone
standing in a doorway but did not bring back the mage I was looking for.
Any more ideas? I didn't kill her, probaply could'nt.

So she is not in the corner beside the book shelf?
Find a comfy space inside the mages guild (preferably by the bookshelf) with some space infront of you and type into the console: placeatPC "Sharn gra-muzgob" 1,1,1 which should make an indentical copy of her infront of you.

Weren't there some people, I seem to recall, who were having problems with NPCs just randomly disappearing? I guess that's probably what happened here.

Come to think about it, I think some people might have had a problem with that specific person dissappearing before, probably to do with some mod.

FWIW, Sharn just happens to fall thru the floor - some people have reported that if you activate the proper cheat, she can be found waaaaaaaaaaaay underneath the floor. The popular theory is that the place she stands is odd enough that her odds of falling thru are high.

Man, I've lost count of the number of times I've fallen through the floor of Balmora Mage's Guild... normally it just sends you back around through the ceiling though... I gues npcs have it different :erg:

I find it funny that falling through the ground or floor is completely random (for me). One moment I'm wandering around the outside of a Vivec canton and suddenly I fall through into Oblivion. Though falling through in Vivec isn't as common as other locations.

I always fall through the floor on the Vivec cantons :erg:
