Cheapest house is in Bravil, going for 4,000 gold. Just go to the castle and talk to the count. You may have to sweet talk/bribe him a bit to get his disposition up so that he'll talk to you about it.

The cheapest one is actually the imperial city one, it's only 2 grand. Might actually work out to be the one in anvil though - it's 5 grand, but you don't have to buy any furniture for it after the quest.

I stand corrected. Where can you buy one in the Imperial City?

It's a cheap wooden shack in the Waterfront District. You need to go to the Imperial... Census... Whatsit thingy in the Marketplace District.

I would say that you would spend overall less money on the mansion in Anvil, since you don't need to furnish it.
Plus it's much larger than that run-down little shack in the Imperial City ghetto.

IC shack: 2k base + 5x ~700 upgrades = ~5.5k (can get it lower with Mercantile)
Anvil Manor: 5k + quest
The IC shack has the advantage of being centralized, you won't often have as far to it as you will to the Anvil Manor. The Anvil Manor has the advantage of comming with some ectoplasm and various wines, the quest doesn't hurt either.

I personally feel that the Bruma house is best, because Bruma is the main city for me, being closest to Cloud Ruler Temple.

You only need the storage upgrade for the Imperial City house to make it useful (the other upgrades are just decorations). So you get a place to store your stuff for ~2700 gp.
