It is not house in a town, but...
In Leyawin if you complete the quest to become the Knight Errant (or somesuch) of Leyawin, the count will give you the key to the White Stallion Lodge, a bit north of the town, next to the road.
It's a bit crude, but it has the basic furnitures in place to store you staff and sleep.
It's free, but first you have to kill some bandits with Mazoga the Orc.

The White Stallion lodge has one really cool feature: The Green Road passes about four feet from it, and you can sit on one of the chairs on the porch and watch the traffic going past.

I saw you put the wizard tower in your post, it's probably nice but it'll cost ye.

this is a really cool mod, the tower is accessable by a spel you can find in the arch mage tower in a chest on the main floor, its in a book also take the key. try it out!

Go up to the top floor. See the enclosure over the top of the stairs? I wonder if there's anything on top of it...
