Ok. I am working on my stronghold and advancing through the ranks of House Redoran. I have gotten the support of all the councilors except one. Garisa Llethri. He wants me to shut down the Caldera ebony mines. I have several problems here. the strategy guide mentions he will want some kind of evidence first. he doesnt mention this. he just says he wants the place shut down. and none of what he is saying is being entered into my journal...
the guide mentions talking to and freeing a slave called Dahleena. She is nowhere to be found at the moment as I freed her very very early on in the game..
Oh i did pick up the real ledger in Odral Helvi's chest., but Llethri takes no notice of it when I speak to him.. he still just seems interested in wanting th place shut down. fine.
I tried freeing all the other slaves that I could find in the mines. nothing seems to happen.
It also mentions you can kill the 2 people that run the mine. Secunia and Stlennius Vibato. this seems to be my last hope. I found Vibato at the mining company and dispatched him. but I really need help tracking down Secunia I cannot find him anywhere. I also cannot get anyone in town to even bring up his name.
this whole quest not being logged into my journal still has me worried though...

Whoa that's weird Marmoset. I just finished all the Redoran quests myself (the ones that involved finding the people had to be the most annoying ones I've done in the game so far. The directions were horrible). Anyway, as to your quest.
I don't know about you, but I didn't have to kill Secunia. For me, it was Stlennius, Dahleena, and the Odril fellow you are speaking about. No wait. I am not sure. If I remember the names correctly. I know the third person I am talking about is the fellow in Caldera's castle. He's on the top floor, in a nice bedroom. I think it is Odril.
Personally, if you freed Dahleena earlier (like I did before getting the quest) that's fine. Killing Stlennius is fine. Kill Odril too. Some have said that you got to bring him evidence. For me, I just taunted the other two into attacking and I killed them. When I went back to him, he said something about being a bit disappointed since there might be political repurcussions (like I give a hoot) but he still backed me.

Thanks for the help. I took out Odril and I'm good to go. still no idea who this Secunia person is.. I think the guide is just threw out the wrong name there. Probably someone that isn't even in Caldera..

I got the book and freed the slaves but the nobleman isn't interested at all in the book, guess I'll try killing those guys.

Easiest way to do this quest is to: cast mark at the manor, use a guild guide to Caldera, go to the mining house (forgot what they call it, Hall? Anyway, in town), unlock the chest on 2nd floor and get the secret ledger, cast recall, talk to the councilor, cast mark, guild guide to Caldera, go to the ebony mines area and find slave shack number 1 (it's near the towers and barracks, easy to find) and just whack Dahleena. Cast recall and done.
I had to placeAtPc and stuff to get this quest done since I got ahead of me and freed Dahleena before I handed over the secret ledger.

This is a glitch in the dialogue for the quest. If you free Dahleena before you're asked to halt the mining it sets a journal entry for the disruption quest. That entry forces the Councilor to repeatedly ask you to halt the mining while preventing you from handing the evidence in and completing the corruption quest.
It's easily fixed in the editor, but I suppose you're already passed that point. It might be worthwhile for others to heed this, however, as you get a nice reward if you halt the mining without killing the bosses.

I am also having this very same problem, although I think I know how to solve it. My solitary problem is that I cannot find Stlennius Vibato. Is he right in front of my nose, or somewhat of a more elusive bugger? Any help would be appreciated.

When I go to the governor's hall, they tell me Stlennius lives on site at the mine to the southwest. Yet when I go to mines, I cannot find him. The only ones there are at the office, Meanen and whats-her-face. I have freed all the slaves beforehand, so I am not able to complete the quest by showing Llethri the secret ledger. I just really need to know where Stlennius is.
