I'm not sure what I did wrong, but after visiting every Hlaalu counselor and getting their vote for Hortator, I went back to Curio Manor and the guy still won't give me the frigging belt! He's acting like I haven't visited the two female counselors yet, as every time I hit their names he does not say "Yes you have their vote," he instead gives me directions to their respective houses. However, in my journal it's clearly updated that I did in fact get both of their votes, and going back and talking to both of them was futile.
Has anyone else had this problem on the Xbox version? Is there a known way around it?

Have you tried every topic in the dialogue box?
Also, try (
http://12.145.63.45/~uesp/morrow/quest/mq_hlaalu.shtml) this site - although unlike what it says there, you don't have to do the Gt. House Hortator quests in any particular order.

Yup I did exactly what that site says to do, and I also tried using every topic in the dialogue box :S Nothing will persuade Crassius to gimmie the belt!

Did you "deal with" Orvas Dren? He has considerable "infleance" over the female councleirs.

I pressume he would have dealt with him otherwise he would not have got their vote.
How about Half-Troll, and the other councillor who lives in the Haunted manor? If you need further details just ask!

Yes, that's why I said "Half-Troll, and the other councillor who lives in the Haunted manor?" As in, their is another councillor who does not have his own manor, and in fact lives in a Haunted Manor.
This is the easy one to miss, and if you don't know where he is, I can tell you if you like! I couldn't remember off the top of my head where Half Troll's Manor was, Vivec certainly, but it is a seperate issue to the Haunted Manor...

Yep :) I got votes from every single counsellor in the Hlaalu and then went back to Crassius, but he wouldn't recognise that I had everyone's vote.
However, I *did* go back to him first before I had the two female councellors' votes because I couldn't remember where they were located. Then I got their votes and went back to him and he would not recognise that I had obtained their votes.
I restarted the game with a new character, and this time I went and got everyone's votes and made sure not to talk to Crassius at all until I had them all. Then I went back and he was more than happy to proclaim me Hortator.
This same 'bug' happened to me when I was doing the Redoran missions. Firstly, the one where you are supposed to get Ondres Nerano to stop slandering the House Redoran.. well I'd already killed him my first 'day' in Morrowind and Sarethi would not acknowledge that he was dead. He just kept telling me to take care of the slanders, so I could not finish his missions and become a Counsellor or higher for Redoran.
Also, when I was trying to get the House Redoran to name me Hortator, I guess I was supposed to talk to Sarethi, then all the other Counsellors *except* for Venim, then talk to Sarethi and *then* talk to Venim again, only I stopped in to talk with him before going back to Sarethi, so when I went back to challenge him to a duel, he wouldn't do it.
Those kind of game 'bugs' irritate me so much, but my new char that I started got to level 60 pretty fast since I'd had so much practice on my other char, so I guess it worked out. ^_^

This problem is fixed in the Bloodmoon Patch, if anyone else has it.

Hmm, you've had some bad luck with bugs then huh?
I had some problems too. Was head of about 3-4 guilds and then decided to do the Telvanni quests and I had read there was a problem becoming head. Anyway, I read about the problem, but didn't read to closely as I didn't want to spoil the quests. Stoopid me.
Ended up fuckin' it up and wasting about 20 hours of gameplay!!
Me is on X-Box so couldn't do anything about it apart from find an old save and re-start...
