My initial thought is that it is a bot gone slightly wrong.
If you Google the email address it signed up with you find a heck of a lot of forums where it has made a single post with a badly formed signature - the BBCode is all out of whack.
I guess the idea is that it signs up for popular forums and puts a URL signature in the first post hoping that Google will index it and drive its website up in the search engine rankings.
Unfortunately (for it) there are a whole bunch of posts lacking a signature, so I guess that would make this a pointless exercise, unless it is trying to get the username up the rankings instead.
Or it could be legit and just be terrible at following up on introductions.

Sadly, I think I understand now. Having conducted a google search and witnessed hundreds of accounts registered in forums all over the world, this is merely the pinprick... this is the marker that decries the death of this forum, however it is nothing to worry about as the forum's death will come at the same time as the death of the internet. dev_tej_kohli is attempting to saturate the web. He will register an account with every possible group-based community imaginable on the internet and slowly garner a list of websites in a database of millions, then he will wait until one day, the day when he chooses to unleash this horror upon us. He will press a button, a macro will run, a program will execute, a signal will be sent and the millions of usernames titled dev_tej_kohli will start to make posts. These posts will be short and to the point:

These posts will repeat every minute, on every subforum, spaced accurately to avoid the post-limiting detection software enabled on most boards, but by the time moderators and administrators attempt to act, the internet will lag and their response times will diminish and suddenly, the internet will slow to a glacial crawl.
And then, the new dark age will begin.
I am very sad to know this horrible truth. :(
