Im new here. I used to play Thief 1, 2 and 3 on and off, even worked with Dromed but never finished a level.:p
Finally i had some time and installed the Thief3ed...
Im planning to finish! a level but right now i fool around to get used to it:

From that I could see, you are really in basic level :)
Then: prepare yourself for so many brain-baked, pissing off, and disappointments. :p
This is the price to work with this loathesome editor. Editor = CRASH, mark my words...

From that, you've basically got some BSP, a bit of texture placement, a few actors, a few lights, a couple of static meshes, and a patrol point. Just scale that up to somewhere around the level of "an awful lot more work" and you'll have something to feel proud of letting out for the public to play.
I only have two pieces of advice for starting off:
1 - Make your first level small and simple! It's better to get something out than plan something big/impressive and then find the game/engine/other people's computers can't handle it. It'll also give you some practical experience for actually making larger things, and give you a lot more confidence in what you can pull off.
2 - If you need help, ask. In general we're pretty friendly, but we really don't have all the answers, so sometimes you're just going to have to experiment and hope. If I have any ideas on where to point you I'll chip in, though sometimes other people beat me too it.
