Those things are magical Propylon Gates, which as you correctly surmised, are used to teleport you from one place to another. They are found in Propylon Chambers, which are usually part of ancient Dunmer strongholds, such as Marandus, Hlormaren, and Valenvaryon. Each gate has a name on it (like "Rotheran Propylon") or something, which, when correctly activated, will teleport you to the Propylon Chamber named on the Gate.
However, in order to correctly work them, you need to have the correct Propylon Index in your inventory when you use the gate. The indices are little cone thingies that are found in various places. I downloaded a list of them, but it is on my other PC and I can't get it now. Check the various Morrowind fansites for it. Offhand, I know that Divayth Fyr has one in his study, and you can buy another one from a trader someplace. Not very helpful, I know, but it's all I can think of right now.
Also, their is an Official Plugin called the Master Index, which basically sends you on a quest to recover all the Propylon Indices. Once you have found them all, you bring them back to a wizard in one of the Mages Guilds (Caldera, I believe) and he magically combines them all in to one convenient, easy-to-carry "Master Index" which can be used on any Gate.

There's another in the Wise Woman's yurt in Urshilaku Camp, and I think there's another lying on a windowsill in one of the shops in Caldera. I've tried stealing several of them, but as they are often in plain view of lots of NPCs, it's quite tricky.

There's one near the window in some trader shop in Caldera. That's all I know.

I agree, spelling complicated names from out of a game, from my memery, is not my strong point. :) Howeva, I do beleive that, due to my education at universety level, my spelling is perfectley adaquate for any situation I may find myself in.

Why doesn't the Museum take more artifacts? I know they won't take Scourge and that was in Yagrum's Book of Artifacts. There's a few more too... And then they take the ones that aren't even in the book

(Oh, and another propylon index is over in Gnisis, in Baladas Demnevani's place, on a bookshelf; IIRC, he doesn't care if you take it)
