I just heard that we can build if we're with a house and at the top (or something) could someone please
A) Verify this
and B) Explain how much stuff costs and what to do

You can join one of three great house factions. They give you quests and advancement, and when you reach a certain rank, you get a stronghold built for you. It then gets upgraded twice.
HQ of House Hlaalu (stealth speciality house) is in Balmora
House Redoran (combat) in Ald'ruhn
House Telvanni (magic) in Sadrith Mora.

You also get a house (at the heart of a whole little town that gradually springs up) as part of the East Empire Company quests in Bloodmoon.
I imagine that by the time most people reach this, tho, they will have already "settled" (ie arranged their daedric sword and Ordinator helm collections :cheeky:) into their Great House strongholds.

Mmmm, helm collections. My crusader has a very respectable collection (17 helmets), and I've still to put all the Tribunal and Bloodmoon ones in... Although he only collects helmets that have either been given as reward or taken from enemies. ;) (the only exception is an ordinator's helmet found in the wild, it's difficult to get that one otherwise without killing any ;)
