Is there a way to get into Helseth's chamber? If so, is that the way you get to see him or is there another way?

He appears in the Throne room after a few Main Tribunal quests.

No, you can't get into his chamber. But you do get to meet him when you follow that general guy's quests.
Edit: That is what happens when you leave it too long before posting.
