I am in the trolls mine in the room with the stones and there is no note. I even checked the guide to make sure I was in the right place. All stones are off the floor and on one of the chests and there is no note. I have the 117 patch. Can someone please help!

I once also did not have the note there.
Have you actually put the emerald into the chest already? Unless you haven't done that, the note is not there, I think. And if you have frobbed the rocks before you put the emerald into the chest, the note might not even appear at all.
However, you can still get the ring. Just go to the place where the key is hidden, and dig around a bit.

I thought maybe it was because I did not read the note in the tavern. I did however attempt to goto the area with the key. I know its where the ladder hangs down, but is there an exact spot? I tried all around there.

It is not an exact spot at all, but you are probably right about the note in the tavern. Either the note in the tavern or the emerald (I suspect both combined, to be honest) trigger the release of all these notes, and probably of the key as well.
I'd suggest that you go to the tavern and read the note, then try again.
They work a lot with "player frobs X ist a trigger for a change in behaviour of persons A,B,C" (and "player frobs X" includes the cutscenes, especially with Lunshire) - for a better understanding of what I am talking about: just go and visit each shop before and after each of the cutscenes with Lunshire; or toy around with the door to the guard room in the castle at various points to trigger different behaviour of the guards).
So I guess that the note in the tavern (as well as the emerald opening the chest?) act as "switches" of that kind, too.

I tested this and found that you need the first note in your inventory to find the second note in the troll mines. Same goes for all the notes you can pick up, you need them in your inventory to find the next clue/note.
Or you can just sidestep them and just go dig up the key on the goblin/troll level after you get the first note.

I think I actually need to either finish the game I am on, or start over. I had the note with me at all times. I think it may be the tavern note that messed it up, as I never read it until after I opened the chest to start the quest. I am fighting the lichs right now and getting my butt kicked. I am thinking about casting an anti magic spell on them. Any tips?

The fight with the two liches is really hard for certain character types:
If you're a thief/dexterity based character, your best bet is to run away, using the Speed spell if you need it. If you have Inut's bow, you can roast them easily, but chances are that you don't have that weapon yet.
If you're a fighter/strength based character, you may also just want to run away. Liches don't take many hits if you have a good weapon and high strength, but their paralyze and instant death attacks are a real pain. If you're quick you can rush the first one and kill it before the second joins in. Definitely don't fight both at once. :p
If you're a mage/intelligence based character, you have many options. The easiest way to deal with them is the Repel Undead spell; if you're a high enough spellcaster the liches will walk away from you, casting invisibility on themselves allowing you to either attack them or flee. You can also just make a break for it with Speed. If you have a decent weapon, you can protect yourself with Negate Magic and hack away at them. Fireballs will also work if you're quick, but know that liches can cast Fire Protection and aren't afraid to use it.
Probably the cheapest and most effective offensive tactic I've found in this game is to cast Harm several times and then rush enemies and hack away at them. This does tremendous damage in a short period of time, and will even cause some types of enemies to run away. Harm works best for this because it's cheaper to cast and maintain than Life Drain and does the same amount of damage. If you're a very powerful mage, you can also add Speed and Armor to this combination.
