You should be able to become Mastermind without this quest. Do the quests for the other Thieves' Guild quest givers, or talk to Jim Stacey.
BTW, You can probably get the quest to start if you set the journal entry to the correct value. Or enter into the console:
Journal, "TG_StealStaff", 0
and talk to Her again.

Doesn't that just keep add another index point rather then change where it is at?
But yeah, go to gentleman Jim stacey to become mastermind. That quest doesn't give you a higher rank so it would be pointless from that aspect.
